He started his career as a practicing lawyer handling civil, business, labor, corporate, persons-family relations, land/property, election & special proceedings cases, and government administrative and licensing & regulatory matters. He practiced his legal profession not only in the private sector but also in the public sector, having served as Chief Corporate Attorney, and Manager, Trials and Investigation Division, of the Philippine Tourism Authority.
He has had the opportunity to serve as a Chief of Staff/Head Technical Assistant/Legal Consultant to the Administrator of various government agencies, namely, the Philippine Tourism Authority, the Department of Tourism, the National Irrigation Authority, the Land Transportation Office, and the Land Transportation Franchising and Regulatory Board (LTFRB).
Since 2004 he has devoted much of his time serving in various capacities with the Light Rail Transit Authority (LRTA) which owns/operates/oversees two (2) mass rail transit systems in Metro Manila.
He mainly serves as the Corporate Board Secretary and Corporate Governance Compliance Officer of LRTA and has had the opportunity to officially perform the duties and functions of a Contracts Officer; Legislative and Government Liaison Officer; Member of the Bids and Awards Committee & Chairman of the Technical Working Group in most of the procurement of flagship projects, PPP projects, capital spares, maintenance and ancillary services of LRTA, and of the Department of Transportation; and, Chairman of LRTA Non-Rail Business, Revenue & Undertakings.
He is a certified Public Procurement Specialist – Level 3 (course provided and administered by the Government Procurement Policy Board in partnership with the University of the Philippines-National Engineering Center).
Among his notable LRTA flagship project assignments were:
- Member of the Special Bids and Awards Committee and Technical Working Group for the Procurement of Contractor for the (Php1.2B) LRT2 Line 2 Maintenance Project;
- Member of the Technical Working Group for the Procurement of (Php480M) Consulting Services for the LRT1 North Extension Project;
- Chairman of the Technical Working Group for the Procurement of (Php5.6B) Civil Works, and Electro-Mechanical Components Contractors for the LRT Line 1 North Extension Project;
- Chairman of the Technical Working Group for the Procurement of (Php1.8B) DOTC-funded LRTA Rehabilitation Projects (LRT1 Rail Replacement, Replacement of Gantry Anchor Bolts, Rehabilitation of 1st and 2nd Generation Rolling Stocks, Replacement of 1st Generation Train Bogies, and others);
- Chairman of the Technical Working Group for the Procurement of (DBM Direct Subsidy) LRTA Rehabilitation Projects; and,
- Chairman of the Variation Order and Price Escalation Committee for all LRTA Projects.
Concurrent with his position as LRTA Corporate Board Secretary, he was appointed and is currently serving as the LRTA Public and Media Relations Official Spokesperson; and, TWG Chairman of the LRT Line 2 Maintenance and Operations PPP Project.
Recognizing his experience in the rail transport sector, he had been extended designations and assignments and concurrently served with the Department of Transportation (DOTr) as:
- Senior Technical Assistant in the Office of the Undersecretary for Railways, with the following assignments:
- Implementation of the MRT7 PPP Project;
- Administration, Operations and Maintenance of the MRT3 System;
- Procurement of the PNR North South Commuter Railway Project;
- Mindanao Railway Project; and,
- Railway transport issues and concerns including those of any and all railway transport projects.
- Member, Technical Working Group of the Bids and Awards Committee of the Procurement Service – Department of Budget and Management for Domestic Funded and ODA Funded Projects of the Department of Transportation, namely:
- Procurement of MRT3 Rail Replacement Project;
- Procurement of MRT3 Unified Communications System;
- Procurement of the Design and Build Unified (LRT1-MRT3-MRT7) Station Project;
- Procurement of ODA Funded 120 LRVs for LRT1 System;
- Procurement of ODA Funded Consultant for the PNR NSCR – Tutuban to Malolos Project;
- Procurement of ODA Funded Electromechanical Systems for LRT2 Masinag Extension Project; and,
- Procurement of the Zapote Satellite Depot, and Pasay Depot Upgrade for the LRT1 System.
- The public and media relations Official Spokesperson of Metro Rail Transit-3 (MRT3);
- Chairman of the Technical Working Group for the JICA Funded Procurement of (Php1.5B) Consultancy Services for the Capacity Enhancement of Mass Transit System in Metro Manila LRT Lines 1 and 2;
- Chairman of the Technical Working Group for the Procurement of (Php350M) Consultancy Services for the Capacity Enhancement of Civil Works of the LRT Line 2 East (Masinag) Extension Project (Detailed Engineering Design and Construction Supervision);
- Vice-Chairman of the Technical Working Group for the MRT3 Rehabilitation and Capacity Expansion Projects, which included the procurement of:
- Procurement of (Php193M) Rail-Bourne Rail Grinding Machine;
- Procurement of (Php55M) Road-Rail Maintenance;
- Procurement of (Php80M) Steel Rails;
- Procurement of (Php60M) Traction Motors; and,
- Procurement of (Php50M) Over-all Operations, Maintenance & Project Consultant.
- Chairman of the Technical Working Group for the Procurement of the (Php2.2B) Construction of the Viaduct – Civil Works of the LRT Line 2 East (Masinag) Extension Project;
- Member of the Technical Working Group for the Procurement of the LRT Line 1 Extension (Cavite), Operations and Maintenance PPP Project;
- Chairman of the Technical Working Group for the Procurement of (Php831M) Independent Engineer (Consulting Firm/s) for the LRT Line 1 Extension, Operations and Maintenance PPP Project; and,
- Chairman of the Technical Working Group for all Public-Private Partnership (PPP) Railway Projects of the DOTC in 2010-2011, which included the LRT1-MRT3-MRT7 Common Station Project, and the LRT1-MRT3 Operations & Maintenance PPP Project.
He had also been tasked by the DOTr to draft, and completed the Bidding Documents for the Design and Build Construction of Stations – Civil Works of LRT Line 2 East (Masinag) Extension Project (Php1.1B); and, the Bidding Documents for the (Php1.33B) Design and Build Project for the Upgrading of the MRT3 Power Supply System, Rail Track System, Stabling Track System, and Depot Maintenance Facilities.
He hails from Dagupan City, and graduated from Saint Louis University – Baguio City, AB Political Science (Cum Laude – 1988), and Bachelor Laws (1992). He passed the Bar Examinations in 1993.
